Racing stewards confirmed two charges on Tuesday, relating to a race-day stable inspection.
RVL investigators will allege that McCarthy administered an unknown substance by injection to Zedi Knight the morning before the horse's race.
Stewards, acting on veterinary advice, withdrew Zedi Knight from the Sprint Handicap over 1100 metres at Caulfield on April 4.
McCarthy has been charged with administrating medication to a horse on race day, prior to running in a race as well as failing to make, keep and retain an accurate record to treatment administered to Zedi Knight.
The charges will be heard before the RAD board on a date to be fixed.
