Police say they were patrolling an industrial area around Investigator Drive, Unanderra, about 1.30am Friday when they saw the man crouched behind a car.
The copper was allegedly found inside the the car.
The 43-year-old Hammondville man was charged with stealing, two counts of trespass, two counts of malicious damage and drive unregistered vehicle.
The copper has been seized for forensic examination.
The man will face Port Kembla Local Court July 20.
