Pre-polling is being staged in Nowra at the former Tourist Information Centre building in Pleasant Way and at Ulladulla at the civic centre.
Returning officer Grahame Allen said locally 200 staff would be needed to conduct the election.
“We have about 170 personnel that will be out at the various polling places on September 10 and another 30 who will be working in the office,” he said.
“We have been preparing for about five weeks, including doing intense training with staff from the NSW Electoral Commission.”
Elections will be held for 12 councillors, four in each of Wards 1, 2, 3 and the election of a mayor.
Pre-polling is open from 8.30am to 5.30pm Monday to Friday and from 9am to 5pm on Saturday.
