Kiri Windshuttle, 41, appeared in Queanbeyan Local Court on Monday, April 6.
Along with pleading guilty to not complying with a Public Health Act direction, Windshuttle also pleaded guilty to two counts of stalk/intimidate intend to cause fear physical harm.
Magistrate Roger Clisdell sentenced her to a 12-month Community Correction Order.
New powers imposed in the COVID-19 pandemic allow NSW police to issue fines up to $11,000 and/or six months' jail for those outside their house without a good reason, or for breaking the social gathering restrictions.
